11 December 2022: As the Swat valley rebuilds itself after devastating floods, lessons are to be learnt from Kerala’s mistakes after the 2018 deluge. With fatalism hanging heavy in the post-disaster air of Swat, both India and Pakistan, two nations at high risk of natural disasters, need to devise ways of preparedness before calamity strikes. This would be more constructive than reacting after their most vulnerable populations have lost everything.
